Visitor login requiered

Hey guys i have a question. Ive been working on my site for a while and ive noticed a few things and was wondering if anyone had some answers.

1) I created a product category on my website, in my admin panel i set viewing of the listing to login NOT requiered. When i go to my website. Categories cannot be viewed and visitors are requiered to create an account to view listings. Anyone know why this is happening if admin controls are set to login not requiered ?
