1. The locations can be translated to each of language, but you need make it manually.
Go to AP -> Plugins -> Multi-field/Geo filtering -> select country -> select region -> click to edit
2. Go to AP -> Common -> Basic Settings -> Geo Filter -> check config "Number of levels in list"

All the regions and cities are translated already. There was a time everything worked well until I refreshed something in common ->refresh (probably I ran "MultiField: Rebuild Multi Fields (Add missing fields)")

It looks like an issue from hoster's side. Pls disregard above questions for a while
