Can't set title to category name with Ref number in listing URLs

If you set the listing title builder to use category in the title for a listing, it doesn't work with Ref number as Short URL.

To reproduce this:

From Admin
Category -> Primary Category -> Listing Title Builder
Set Title to Category (dropdown)

(Title on listing page appears fine as the category name)

Then From Admin
Listing Type -> Short URL -> check box for "Ref number in listing URLs"
with that set
https://boats.demoflynax.com/RF493355/
has error: "No phrase found by "categories+name+motor_boats" key, No phrase found by "categories+name+day_cruiser" key"

Is there a way to set the listing title builder to use category as the title (or as part of the title) with the "Ref number in listing URLs" under Short URL checked?

By default, you can use only reference number in short URLs

or use category and reference number for the listing title form

It breaks if you use category in the listing title form when you use reference number in short URLs though.
