How to add the import data of distrct and sub-district and delete the country

How to import data of district and sub-district and ,show only state/province >District>Sub-disrict (without countries)

i tried to import data entry many time but it can import only one parent how i can import the data entry of province >District>Sub-disrict together
and import the translated item data of District>Sub-disrict together


I need an example data file to import data entry of a new state without the country can you give me, please?
After i imported the data entry from flynax server I found several cities in my state are missing.
