Does anybody know how to make this possible?

Some websites like olx.com allow this Featured Option.

It consists in Moving the Featured Listing on the top of the category every (X) hours or days.... So if someone pay 2 dollars, every 24 hours his Listing is going to be between the first ones that you see when you open the category. Is being automatically moved on the top every (X) hours/days for a total of (X) times.

I dont know if is possible but if yes it would be intresting to share How to Do It.
