new user registraton showing error asking user to accept privacy and terms link is not on the page for user to accept it.

I attached 2 screenshots showing the fields list in admin, note that its all active, i edited privacy and terms to make sure its required at registration, it's just not showing up on the registration page, but error does pop up when you try to get past the first step.
