Is there by any chance a smarty template editor with a GUI like /frontpage or similar to edit your template with drag and drop features without knowing heavy css,smarty and html coding?
Something for dummies that does not know secret russian smarty template code?

I think you'd better look for some smarty plugin for your php IDE or editor you usually use

but simple editors like notepad++ or sublime support smarty mode (tpl files)

I am using Visual Studio Code for code editing and it works well - and I can synch between devices.
