Would you please explain to us better. Where exactly you cannot find meta title? Need a bit more information.

Go to Admin Panel >> Tag Cloud
find tag and click edit. There you can add meta tags.

no there are no field for meta title you can add meta description or inline page title but you can't add meta title

no way to show tag meta title it shows static title for thousands of tags and this is against the seo and harm the seo

and add {tag} variable in title field. The system will change the variable to tag.

the only way to make it work is adding this
$page_info['title'] = str_replace('{tag}', $tag_info['Tag'], $page_info['title']);

to tags.inc.php

so please include fixing this issue in next update
