Listing packages by selling price.

Hello,
can one create listing packages according to Price?

So what i mean is i have options to choose but acourding to listing selling price.
example:

$0 - $7,499 package 1
$7,500 - $19,999 package 2
$20,000 - $64,999 package 3
Over $65,000 package 4

And when seller choose a package the price field will automatically onle exept the value of the package he chose, so in other words if he chooses package 2 he will only be able to enter 19,999 as a max value in the price field if he fills in the add details, if he enters 20,000 then he must be notified that he must choose another package or upgrade.

Can this be done?
