Is there any way if we could charge visitor for a fee before they can go ahead and register their account?

I don't collect fee for adding ads so I want to get small fee for opening account. Like $1. That would reduce user from making clone accounts and will be more aware of the rules so they don't lose their accounts. Is this possible?

Pay for account activation something like that.

It is easy, You need to activate membership module and create membership plan. Users will not complete their registration process without payment.
