hello , when trying to upload pictures it said ok , but picture not uploaded and I've noticed that folder not even created in /files directory

tried refreshing cache
disabled auto upload pictures
still same problem , It was working before;
current version 4.5.1
updated from 4.5.0
everything was working even after updated to 4.5.1
