How to select the right database for the location?

Hi, How to choose the right database for the location? (Geo Mapping, Location Finder)
in my case, i try to create a new listing but in location section, the "State/Region/Province" and "City" fields are blank. Before even the particular fields are blank when i choose the location using the Map in the upper section and then checked the box of "Use map location" - the "City" and "State/Region/Province" Fields are Auto filled. but now the auto fill is not working.

Please help me to solve my problem. i will indicate the screen shot to this thread.

Note:
(i choose the Philippines as default country and i removed the require marks for city and state/region/province)
