is there a way where you can lock a parent category from being able to post ads to it, and still have it open as a link to show all cats. does not look good having a site saying admin has locked this category.

Hello,
You need go to the Admin Panel -> Categories -> Browse -> select category -> click to "Lock category".
In this case in frontend the category will be available for browsing and locked for adding new listings.
