please anyone help me to solve this issue;

adding listing athotization.jpg

when i add listing and in the step no 3 authorization box appears although i enable - adding lists without signing up - in Basic settings for Listings
the question is ,
1- How i can prevent this , and add listing without authorization? .
2- or how i can change it position to appear in beginning of step no 1.
