After I change all the Country list with City from 1 single state, when a user wants to add a listing and chooses that City the Google map points either to another Country either to another State.
I would like to restrict Google maps only to one state, so when a user chooses any city, Google will only have the choice to pick withing that State.

You block google map to showing other countries and states, but you can fix problem with wrong selected countries.
But in this case i suggest you create a new ticket in the Technical Department and our developer will help you.
