Server Question

Currently I am using Shared Hosting Plan with 25% of CPU Usage and 512MB RAM. Last week I have received mail from my host server as below.

We have found that your account has been reached the server Resources.
Because of this we have forced to decrease the cpu limit from 20% to 10%,memory limit from 1024 M to 512 M, current connection from 20 to 10 to prevent of Suspension of your account.
<i>You need to start optimizing your site to decrease server resources. </i>.

I want to know Shall need to go with VPS host or need to optimizing website?

Can you guide me for next step
