at Plan > upload image optional

Hi guys,

I set up the number of picture which can be uploaded at certain plan.

I made a free plan which user can upload up to 3 pictures.
when I tried with a test account and uploaded 1 picture, I clicked next but I received an error asking me to upload another picture.
Can I set the picture uploading into a optional for all the account?
