showing listing after edited when user edit a photo

in flynax 4.5.1
in admin panel> basic setting > listings
i checked Auto approval of listings & Auto approval of edited listings to disabled
but when an user edited his listing photos that listing are enabled

That's right because this function working only for edit listing fields. For the photos this functional doesn't exist.

example: if a user uploading a sexually photo in edit listing this is a problem for my site's users and admin can't moderate this problem

any solution??
