How can I offer Free Featured Listings to only one user and let the other users pay?

You cannot do it. But I find another solution for it. You can stay your plan as paid plan and install the plugin: Pay-as-you-go Credits and give credits to the user and he can pay with credits.

Or you can create a new user type for that one user. Then make a free featured listing for that user type only
