Mass Import of Country Counties

Hi. In this country people not only use cities as geographic location references, but also counties within the states/provinces. How can I mass import these counties for users to select when posting an ad?

You can import 1 country with states and cities. Into our database doesn't exist counties. You can add it manually only.
