how to enable cash on delivery

how can I enable cash on delivery ???

I found this in sitting
Allow cash payments = yes

but I can't find the option when I try to pay for the item in the cart

Make sure that your account type is set as a recipient of payments in shopping card settings:

Plugins > Shopping Cart & Bidding > Settings > Recipient of payments

I disable all payment gateway because I only want user to pay in cash
when user try to pay this massege aper
