Packages not showing up

Could someone please tell me how packages work?

I'm just setting my site up now and I have a user with a Free listing plan. When I go into packages it doesn't show my current (free) package and when I click on "click here to purchase a new package." it says "There are no available packages". I do have a featured package already set up and it shows when I add a new listing, so why doesn't it show in this section?

a) is it a bug?

or

b) am I missing something??

i think - or better i mean, it would be a good help for Flynax team and all other guys, if you write the version and type of the script, which is used.
4.1 or 4.2? General, Auto .... ?

Because you allowed your package plan for agencies only and if you login like agency account you will see your package plan.
