How to set the image size for add listing page and banner plugin?

For the listing photos you can change size into: Admin Panel >> Basic Settings >> Pictures
For the banners images you can do it when you are creating a box for the banner into: Admin Panel >> Banners >> List of Boxes >> Add a Box.

If you want to limit upload file size by user, you have 2 ways to change upload_max_filesize as Rudi mentioned.

1. Change it using php.ini file. You should ask your admin server or refer to admin server panel (if you have access)
2. Add below line to top of .htaccess file at your root.
