After upgrading to 4.8.1 all email template that i set to INACTIVE, are still sent to users. This created me a lot of headache.
Anyone else has this problem? Please check into this

Problem is with
rMail.class.php in includes/classes I replaced it with the one from version 4.8.0 and the problem disappeared.
