Change for other Language don't working in Admin Panel

I'm having trouble switching to Portuguese in the Admin Panel. When I do this, the language options themselves disappear, and many others like Language, Database, Templates Email. How fix this problem?:huh:

Im Instaled 4.8.1 version

and then import your language again
