Pre-Approval and Not category

I'm working on some free categories like give-away, volunteering, etc. Since they are free, they are subjecting to spam and worse, p o r n, something like that. So is there anyway I can make these categories pre approval, and those categories need approval?

You can enable config for it. Approve listings by Administrator.

Hi Viktor, yes I know. But my question was to set categories ABC to be pre-approved, and categories DEF to be approved by admin.
