Change Box Location to show City instead of Country

How can I change the Box location to show City, like it does when I have it selected to Navigation bar in header, instead of showing country?

I only want to show City as all are US cities.

Also when I have the location set as Navigation Bar in Header it only shows 12 cities but my admin specifies 20 cities.

The city list is supported only for the navbar and it shows the cities which have some listings

otherwise, it will require a customization

Ok, I can file a ticket if I decide to customize. Am I able to have All my cities with ads show in the Navbar Location? Instead of only 12 of them
