incomplete and pending account

i need to ask this
please can you tell me whats the differend between incomplete and pending account ?

incomplete = there's a condition not yet met maybe not completed in filling the form or need to confirm in email.
pending = may be need's admin approval

i have set the user to
when register that he needs to activation his account by mail and this should be pending if he didn activate it
but incomplete i didn understund
is it mean that a user write a mail that can't be sent because of wrong email adress ? if so then i understund that it was incomplete

I think incomplete means user have finished the register form but haven't activated via email.
pending mean it require activation by admin?

hmm if this so
this means one user can activate the account by mail but other user needs to activate by admin
so i need to check the settings again and if there is a option that needs to activate by admin that will need also to change to activate by mail
