it is not clear for me. If you want to change it you need to go to admin panel > pages > edit (terms or privacy policy).
If it is not right. Please explain in more details.

He want to use a premade terms of use & privacy policy.

Dont really know why because it's up to you and based on your countries laws that determines your terms of use
and privacy policy.

I would try your government website, they may have some info on there, i got samples from my government website to work with. But like Peter says it will all depend on your countries policy's
