after a user selecting a state(category), the city drop down list will appear.

It's not clear,
Where do you want it ? IF in the search forms you can do it with few changes to configuration and 2nd level of categories (cities).

If you want it to be listing fields we have to make customization which will link Categories with Items of field

i wanted to make it in the search form and also in the list field.
