Can we make independent alert plugin

Which will integrate features for SMS and Email

example:

My Alerts

New post matching Search Criteria Alert by SMS on/off Email on/off
Comment in my post Alert by SMS on/off Email on/off
Messages from members Alert by SMS on/off Email on/off
Custom alert Alert by SMS on/off Email on/off User can set alert for posting in a particular category or subcategory

Then alert can be monetize:

Option to subscribe for alert for a year, month, weeks, unlimited with price plan
