User Add Subcategories...

Hello,

I have a general question regarding the user add subcategories in both the listing type section and category section of the admin panel. Does this option allow the user to automatically add the subcategories, or is it sent to the admin email to confirm the user submitted cats/subcats first? And can you send me the sql query to select 'yes' and also select the subcategories check box in the categories section (I don't need the listing type section, I already did those) in the admin panel? I have lots of categories to do one by one.

Edit: Also, I will need a sql query to change the locked category to not locked
