Also after installing a SSL certificate the phpmailer stopped working.

Make sure that SSL Protection plugin is installed on your site and enabled in Common > Basic Settings > SSL Protection
or
enable https for urls via ftp > includes > config.inc.php > change 'http' to 'https' in RL_URL_HOME
otherwise create a ticket of the problem

I suggest you remove the plugin and change url in file: config.inc.php from 'http' to 'https' it will solve the problem.
